Robert Gates

Two Presidential Speeches 50 Years Ago: A One Time Transformative Historical Moment!

Fifty years ago this week, we saw one President, Dwight D. Eisenhower, leave office after eight years, and deliver the best, most dramatic Farewell Address since George Washington gave the first one in 1796, and only coming close to being matched by President Jimmy Carter when he left office thirty years ago and warned of nuclear proliferation and the dangers to our environment that must be dealt with long term.

We also saw the incoming President, John F. Kennedy, give, arguably, the third best Inaugural Address in American history, before or since, trailing only behind Abraham Lincoln’s Second Inaugural Address in 1865 and Franklin D. Roosevelt’s First Inaugural Address in 1933.

Eisenhower warned against the growing power of the Military-Industrial complex, an issue that President Barack Obama must deal with in his Presidency, as we talk about cutting the budget, and have a bloated defense budget that does not fit the world we live in, which is no longer a Cold War world, as Secretary of Defense Robert Gates, a Republican appointee of George W. Bush kept on by President Obama, well recognizes as he calls for budget cuts.

Kennedy spoke to our better nature in his Inaugural Address just a few days later, fifty years ago, and asked us to work for our nation’s success, rather than ask what our country can do for us alone. He appealed to us to stop being selfish and self centered, a point well taken as we look to the future, and the thought of sacrifice, including paying more taxes if we are fortunate enough to be successful, and recognizing that we are all in the economic and social crisis we face together. We must refuse to allow those who wish to divide us to continue to enrich themselves as they poison our radio, television and cable waves with their divisive rhetoric and propaganda, really the promotion of the Big Lie technique, that the more one says something as fact, the more people who are gullible and lacking in knowledge, will believe it.

We were fortunate to have these two Presidents shape an historical moment fifty years ago, and we need to learn from what they said in their oratory, and pledge ourselves to the transformation of the nation, so that it is indeed a “government of, by, and for the people”, not just the wealthy and privileged elite who have no concern but their own aggrandizement!

President Eisenhower’s Farewell Address Fifty Years Later: Prophetic!

Fifty years ago today, President Dwight D. Eisenhower had three days left in office.

He proceeded to deliver what is often regarded as the second best Farewell Address, just behind George Washington in 1796.

He also gave the best speech he ever gave in office, without any doubt.

A famous World War II general, his utterances in that speech were particularly prophetic!

Eisenhower warned against the emergence of a “military-industrial complex”, a combination of defense contractors with the military, and he expressed concern that education and health care would suffer budget wise, and that democracy would suffer, as the military and the corporations would promote war and militarism.

What is often not recalled is that Eisenhower promoted cuts in the Pentagon budget, similar to what Secretary of Defense Robert Gates has been advocating during the Obama Administration.

It is also often forgotten that Eisenhower warned against the escalation of the Vietnam war under John F. Kennedy and Lyndon B. Johnson.

The defense budget cannot be allowed to be sacrosanct as the nation has to consider budget cuts, due to the national debt and the deficit!

Eisenhower was a sage that we should listen to now, a half century after he gave us the best advice possible!

In the Midst Of Domestic Political Debate, Growing Concern About American Foreign Policy! :(

It is evident that the Tucson, Arizona tragedy of last week has been dominating political discussion and debate in the past few days, but it has become obvious in the past two days that American diplomacy is at a possible crucial moment that might affect the long term future of American foreign policy.

At the same time, we have the following realities:

Vice President Joe Biden went on an unannounced trip to Afghanistan to take stock as to what is being accomplished there, in what is now the longest foreign war in America’s history.

Secretary of State Hillary Clinton is visiting the Gulf States, and warning the Arab nations of the need to unite against the possible deployment of nuclear weapons by Iran in the near future, which would endanger them, as well as the nation of Israel. At the same time, Iran is gaining more influence in Iraq after all of our nation’s sacrifices there.

Secretary of Defense Robert Gates is now in China, just as they demonstrated a stealth airplane model for the first time, and he has expressed concern about US-Chinese relations, a week before the Chinese President is due for a visit to the United States. Gates has also expressed concern that North Korean development of nuclear power is a potential threat to the security of the United States.

When has a Vice President, Secretary of State, and Secretary of Defense all been overseas at the same time, pursuing foreign policy issues? Without being certain, the author would tend to think it has never happened.

So it is clear that foreign policy issues are starting to come back toward being the key problems that President Barack Obama must deal with, in the midst of an environment in which there is no civility or cooperation between the political parties and with elements of the media.

How this nation is to deal with Afghanistan, Iran, China, and North Korea are crucial to the future of America. And this is without thinking about relations with Russia, Pakistan, Venezuela and other nations that we must not take our attention away from, as they all represent challenges to the United States!

John McCain, Robert Gates, And Gays In The Military!

Senator John McCain of Arizona, already criticized by his own wife and daughter, and coming across as an angry “old man” since his loss of the Presidency to Barack Obama, has lashed out at Secretary of Defense Robert Gates at a hearing of the Senate Armed Services Committee on the report commissioned by the Defense Department on the “Don’t Ask, Don’t Tell” policy in the military! 🙁

Showing disdain for Gates, an appointee as Defense Secretary by both Presidents Bush and Obama, McCain was rude and arrogant in his criticism of the survey of the military, although Gates gave back as good as he got! 🙁

Not only that, but three members of the committee, who had not indicated their view on the repeal of the policy–Democrat Jim Webb of Virginia, and Republicans Scott Brown of Massachusetts and Susan Collins of Maine–gave hints that they disagreed with McCain’s bitter attacks and criticism of Gates, and might support repeal of “Don’t Ask, Don’t Tell”, which would be crucial to possible action this month to end the policy!

At least two Republicans will be needed to overcome a filibuster and get the repeal accomplished, and finally end discrimination in the military and allow talented people, who have important skills, to contribute to the military defense of the United States!

Senator McCain is creating a record for himself in his later years in the Senate that will serve as an embarrassment for his historical reputation! 🙁

Pentagon Survey Shows No Strong Feeling Against Gays Serving: Time To End “Don’t Ask, Don’t Tell”!

A Pentagon report on the issue of gays serving openly in the military is due out this week, and it is clear that 70 percent have no problem with the concept, much greater than earlier feelings toward Jews and African Americans in the 1940s and women in the 1970s and 1980s!

It is time for the Senate to follow the House of Representatives and end this discriminatory practice which is hurting our ability to fight terrorism and to recruit talented soldiers with specific skills needed in the military!

With Defense Secretary Robert Gates and Joint Chiefs Chairman Mike Mullen supportive of the change, and many others who were against the change in the past coming out for it, it is time for the Republicans to stop their resistance and support the change!

Since the military, by nature, is not a democracy in any case, it should not have been necessary to survey troops, as in the end, military forces follow orders and have to cope with whatever their commanders demand of them!

But now that the survey shows widespread support and tolerance, it is time for immediate action on this matter!

Turnover At The White House And In Congress: What Does It Mean?

As we come close to the midterm elections next month, the Obama White House is rapidly changing personnel, with the departure of Chief of Staff Rahm Emanuel (running to be Mayor of Chicago) being the most fundamental sign of change coming!

With much of the economic team leaving, and the expected departure next year of Secretary of Defense Robert Gates and National Security Adviser James Jones, the President must figure out who he will call upon to replace many of his top team!

Obama must also decide what kind of relationship he will have with the Congress, particularly if the Republicans win control. But of course, a lot of it will have to do with how Republican leadership decides to treat him!

IF the Republicans decide to play “hardball” and issue subpoenas to investigate everything about the administration’s personnel and policies, then there will be partisan warfare and total stalemate and gridlock! 🙁

If the Republicans decide to promote repeal of administration policies, the President will fight, and has the ability to stop much of the negative actions with his veto!

If, on the other hand, the decision is to co-exist in many areas, then it is possible to have progress on the deficit, on social security reform, and on appropriate actions on terrorism!

If the Republicans become too obstructive, it could backfire on them, and lead to them losing control of either house of Congress in 2012, and help Obama win his re-election campaign, similar to Harry Truman in 1948 and Bill Clinton in 1996!

Of course, the level of success of the Tea Party Movement will have a major effect on the Republican party’s reaction to the administration over the next two years! So the potential takeover of the party by this right wing extremist movement could actually doom the party’s reputation and ability to succeed in power over the long run!

Whatever happens, the next two years will be very interesting and challenging, and will have a long range effect on the ability of the country to deal with its numerous domestic and foreign policy challenges!

Barack Obama, Commander In Chief: Reluctant Warrior!

As Barack Obama speaks to the nation this evening, commemorating the end of the combat phase of the war in Iraq after seven years and six months, there remains uncertainty about the future of that nation, and continued concern about the war in Afghanistan, and the expansion of actions against terrorism in Pakistan and Yemen!

Obama entered the Presidency with two wars to deal with, along with all of the other burdens regarding the economic recession, and the interest in reforming health care and other parts of his domestic agenda!

He had to adjust to the military culture, and the reality that many in the military and the defense structure were not thrilled by his ascendancy!

As he decided to escalate the war in Afghanistan, and to use drones in Pakistan and utilize intelligence operations in Yemen, he received the criticism of liberals and Democrats who wanted him to get out of the war! But at the same time, Republicans and conservatives have remained skeptical about his long range commitment to the war on terror!

Obama was smart to lean on and rely on Defense Secretary Robert Gates and General David Petraeus, and they both were very willing to assist him in difficult moments!

Obama has been described as a “reluctant warrior”, who felt the burden of the wars, and felt oppressed by the deaths of soldiers and the massive injuries many young war veterans have suffered!

It is clear he would prefer to be remembered as a domestic President who brought major reforms, and it is hoped that he will work to prevent what President Dwight D. Eisenhower called the “military industrial complex” from overtaking the purposes of his Presidency!

This is a time to wish him the best as he faces tough decisions on the future of our military operations as the Presidential election nears over the next two years!

The Eventual Retirement of Defense Secretary Robert Gates: Chuck Hagel As The Best Successor!

Secretary of Defense Robert Gates has done an excellent job under President George W. Bush in the last two years of his term, and under President Barack Obama in the first two years of his administration!

The author has, numerous times, hailed Gates’ performance, including moving toward the end of “Don’t Ask, Don’t Tell” in the military, and cutting defense costs and wasteful spending, now estimated to be long term about $330 Billion! He has been willing to fight the entrenched interests in the Pentagon and try to bring defense spending under control!

But Gates had made it clear when he agreed to stay on in the Defense Department under Obama that he wanted to leave after a couple of years, and that time is fast approaching!

Gates has been a good political cover for Obama, as a Republican loyal to him and making his defense policy easier to promote, even with attacks by most Republicans on everything else the President stands for!

The question will be who can fill the shoes of Gates at an extremely crucial moment in our history, and with the political campaign for 2012 about to begin formally after the Midterm Elections of 2010 occur on November 2!

As the author has long believed and stated back in the beginning of the creation of this blog two years ago, it seems to me that the best choice to replace Gates is the distinguished former Republican Senator, Chuck Hagel of Nebraska, a Vietnam veteran, but also a critic of the war in Iraq!

Being a Republican, and clearly an expert on defense and with lots of credibility on the subject, Hagel would be easier to have confirmed by a Senate likely to be stronger Republican next year at the least, and possibly a majority Republican, if the midterm elections turn out to be a Democratic disaster!

Hagel would fill the job admirably, would be a voice of conscience who would tell the President what he needed to know, and would be a good communicator with the media! He is a man of principle and strong patriotism, who would work well with others in promoting the safety and security of the nation, and overcome the partisan bickering and infighting in Congress!

So when Gates announces his retirement sometime next year, Barack Obama should nominate Chuck Hagel as his credible successor! 🙂

Gays In The Military: Why Is Pentagon Asking Opinions On Subject? :(

When President Harry Truman decided on integration of the military in 1948, troops were not asked for their views on the subject! It is certain that many would have been opposed to blacks and whites working and living together, but it was done!

When women were integrated into the military academies in 1976, those at West Point, Annapolis, Colorado Springs, New London, and Kings Point were not asked to fill out a survey! Again, many might have been opposed, but who cared?

So why now does the Pentagon feel the need to ask people in the military how they feel about showering with gays and lesbians, or sharing living quarters and a commissary with them on the bases?

And also asked is the effect that having gays and lesbians serving openly would have on retention, unit cohesion, military family life, and privacy!

Why is this such a big issue when so many European countries and Israel have long had openly gay service members, and have found no complications that developed?

Are we to let some people’s prejudices and biases to determine who can serve, when we are already having trouble with recruitment and retention?

The Secretary of Defense, Robert Gates, usually right on most issues, is absolutely wrong on this issue, and it is time that progress be made on the final end of “Don’t Ask, Don’t Tell”, and that human dignity become part of military culture!

And if there are people in the military who cannot accept the changes that are coming, the answer is to say: “Goodbye, and good riddance!” 🙁

Endless Speculation About Hillary Clinton’s Future: Secretary Of Defense Or Vice President?

Lately, there has been speculation about the future of Secretary of State Hillary Clinton.

Acknowledged by most observers as doing an exceptional job as Secretary of State, and reported to have a very close relationship with President Obama, one would think that Clinton would simply stay on as Secretary of State, until her plans at some point in the future to retire, self declared by her recently.

But instead, there are rumors that she will replace Secretary of Defense Robert Gates when he leaves at some point in the future, and returns to Texas!

There is also the suggestion by Sally Quinn of the Washington Post that Hillary Clinton and Joe Biden should switch positions, with Hillary becoming Vice President under the 25th Amendment, after Joe Biden resigns and becomes Secretary of State, having the opportunity to shape foreign policy, his greatest love and passion!

The argument is that Biden has no intention of seeking the Presidency, as he would be 74 at the end of a second Obama term.

But supposedly, Hillary Clinton might still be interested in seeking the Presidency at the age of 69 in 2016, younger than Ronald Reagan, Bob Dole, and John McCain, when they finally were nominated for President!

The argument is that Hillary Clinton could help President Obama win a second term, and with her experience and gender, could negate the effect of Sarah Palin or any other woman in the Republican party, and would have exceptional credentials to replace Obama if, for some reason, he left before the end of the second term. In any case, she would have a tremendous edge on the 2016 nomination and election from the Vice Presidency!

Of course, all this is speculation and rumor, but it certainly is interesting and fascinating to discuss and think about such scenarios as Secretary of Defense and Vice President for Hillary Clinton! 🙂
